How to Apply for a Shuttle Transportation Card: Transfers and Fees

The Shuttle Transportation Card must be obtained from the Public Transport Services Directorate by all individuals
and legal entities that will provide student and employee shuttle transportation services across Istanbul.

The Shuttle Transportation Card is issued only in the name of individuals and legal entities that own vehicles registered in the province of Istanbul. To apply for a Shuttle Transportation Card you must first hold a "Shuttle Transportation Authorisation Certificate". Once the Shuttle Transportation Card has been obtained, a Route
Permit must also be obtained from UKOME; otherwise individuals and legal entities that do not hold these documents cannot under any circumstances provide student and employee shuttle
transportation services.

Carriers are required to show their Shuttle Transportation Cardto all public and private institutions, associations and foundations that will purchase a shuttle transportation service, before entering into a contract.

Documents Required to Apply for the Shuttle Transportation Card:

All Shuttle Transportation Card applications are made at e-tuhim.ibb.gov.tr.

For an Individual,
1. Shuttle Transportation Authorisation Certificate.

For a Legal Entity,
1. A copy of the company's Trade Registry Gazette entry and the signature circular of the company's authorised representative,
2. Shuttle Transportation Authorisation Certificate.

Shuttle Transportation Card Pricing

• The Shuttle Transportation Card fee has been set at TRY 55,000
  for a ten-year period.
• The annual Shuttle Transportation Card fee is TRY 5,500.
• The Shuttle Transportation Card fee is collected in 5 equal instalments over 5 years,
  with the first instalment paid up front.
• The one-year fee for the Shuttle Transportation Card is calculated on the basis of 365 calendar days;
  where that period is exceeded, one further annual fee is added for any period
  between 1 and 365 days.
• Under UKOME's most recent decision of 18.03.2019, Shuttle Transportation Card
  terms will be extended from 10 years to 30 years.

Transfer or Cancellation of the Shuttle Transportation Card

Where an existing individual converts to a legal entity, the transfer fee — set excluding the carrier's own vehicles under the existing carrier's scope — is TRY 2,000 per transfer.

The TRY 2,000 transfer fee cannot be paid in instalments as part of the transfer procedure, although those making a transfer can arrange instalments with their bank.

If the transfer is due to a sale, an application must be made to the licensing department at the UKOME offices. Both the seller and the buyer must be present in person for this procedure. Once the sale has been declared, both buyer and seller can go to a notary to complete the sale. Notary costs are charged on the declared sale price, so this detail should be taken into account when setting the sale price.

Where an existing individual converts to a legal entity, no transfer fee is charged on the transfer of the carrier's own vehicles under the existing carrier's scope, nor on transfers carriers make to their first-degree heirs.

Where cancellation of the Shuttle Transportation Card is requested, any use of between 1 and 365 calendar days is treated as one year and the balance for the unused years is refunded. In addition, under UKOME Decision no. 2017/4-7 dated 25.05.2017, those moved from the New Carrier or Past Period Carrier categories into the Existing Carrier category are refunded the Shuttle Transportation Card fee they paid as a New Carrier or Past Period Carrier (the relevant card
fee).
