How to Obtain a Shuttle Route Permit

The document that companies providing transportation services such as employee shuttles and school shuttles obtain from the metropolitan municipality is called a route permit. Companies in the tourism sector must also obtain a route permit. Operating a transport service without a road permit brings penalties with it.

Until now the route permit was obtained by applying in person to the Istanbul Metropolitan Municipality; as of 2019 it can be obtained by online application. The aim of this method is to remove the congestion that arises particularly around contract renewals and the start of the school year.

Steps Required to Obtain a Route Permit

Companies providing employee shuttle services within the jurisdiction of the Istanbul Metropolitan Municipality must obtain a shuttle transportation road permit. The conditions that must be met in order to obtain an employee shuttle route permit are as follows:

• The company must first apply for a shuttle transportation authorisation certificate .
• For applications by group A legal entities , the company must employ one member of staff holding a senior manager certificate (1) and one holding a mid-level manager certificate (2),
• must hold ISO 9001, OHSAS 18001, TSE 12257 and ISO 14001 certification,
• and must operate leased shuttles numbering no more than 19 times its own vehicles.

The conditions above applied to group A legal entities. For groups B, C and D they are as follows:

• For group B legal entities , almost all of the conditions required for group A apply. However, group B does not need to hold ISO 14001 certification. Group B may also operate leased vehicles numbering up to 15 times its own vehicles.
• Group C may operate leased vehicles numbering up to 12 times its own vehicles. Applicants in this group seeking a route permit are required to hold an ODY 2 certificate, ISO 9001 certification and TSE 12257 certification.
• Only TSE 12257 certification is required from group D. Group D may hold leased shuttle vehicles numbering up to 8 times its own vehicles.

The route permit conditions that apply to all groups are as follows:

• A route permit once issued is valid for 10 years. It must be renewed at the end of that period.
• Individuals applying for the permit in their own name must have been resident in Istanbul for at least 3 years.
• A route permit cannot be leased out. If it is found to have been leased, the company may not apply for a route permit again.

Where Route Permits are found to have been used for a purpose other than that intended, sanctions are applied in line with the provisions set out in UKOME decisions, the permit is cancelled, no permit is issued to the carrier concerned for a period of 6 months, and this notation is added to the permits so that the carrier is informed.

1. Motor Vehicle Traffic and Vehicle Registration Document (air-conditioned) (the provisions of Disability Act no. 5378 apply in respect of vehicles suitable for disabled access).
2. A certificate of conformity showing that the interior and exterior camera systems comply with the standards set out in the annex to the Regulation on the Manufacture, Modification and Assembly of Vehicles published in Official Gazette no. 29869 of 26.10.2016, and are compatible with the Istanbul Metropolitan Municipality's Public Transport Management Centre,
3. Compulsory Personal Accident Seat Insurance covering every seat in the vehicle,
4. The contract between the student's parent and the carrier (individual or legal entity), a template for which is available on the official website of the Public Transport Services Directorate / the contract (where the vehicle is leased) between the company and the institution (company) being carried / the contracts (a contract concluded with a public body — the contract concluded where the vehicle is leased)
5. The Public Transport Vehicle (Commercial Vehicle) Driving Certificate / institutional approval for those who will work as drivers,
6. Social Security Institution documents for the drivers registered to the holder of the Shuttle Transportation Authorisation Certificate,
