1. Certificate of activity from the relevant chamber (for existing shuttle carriers, a certificate of activity for the period worked,
a taxpayer record, or a route permit dated before 25.05.2015).
Legal Entity — Documents Required for a Shuttle Transportation Authorisation Certificate Application
1. Signature circular of the company's authorised representative,
2. A copy of the company's trade registry gazette entry,
3. A document showing that the company's head office or branch is within the boundaries of the province of Istanbul,
4. Certificate of activity from the relevant chamber (for existing shuttle carriers, a certificate of activity for the period worked,
a taxpayer record, or a route permit dated before 25.05.2015),
5. Student and Employee Shuttle Transportation Undertaking (this is confirmed as part of applications made online
and will not be requested separately),
6. Documents showing the standards met, according to the application group (A, B, C and D) (Mid-Level
Manager (ODY2) Vocational Qualification Certificate, Senior Manager (ÜDY2) Vocational Qualification Certificate,
ISO 9001, OHSAS 18001 and TSE 12257 certificates).

1. An official document/approval showing that the applicant is over 26 and under 66 years of
age,
2. A driving licence held for 7 years if the shuttle vehicle is a minibus, or 5 years if it is a bus,
3. A driving licence cancellation query (covering the last two months),
4. A driving licence penalty query for the last five years, obtained via e-Government (within the last five (5) years:
not having been involved in fatal traffic accidents through conscious negligence; not having had a driving
licence withdrawn more than once for drink-driving or for breaching speed
limits,)
5. A criminal record check no more than 6 months old as at the application date, queried for official institutions
(drivers who will carry passengers commercially must not have been convicted of the offences under Articles '81',
‘82.’ ‘83.’ ‘86.’ ‘87.’ ‘88.’ ‘94.’ ‘95.’ ‘96.’ ‘102.’ ‘103.’ ‘104.’ ‘105.’ ‘106’, ‘107’, ‘108’, ‘109.’,
'148', '149', '179/3', '188', '190', '191', '226' and '227' of Turkish Criminal Code no. 5237, or Article '35' of Misdemeanours
Act no. 5326),
6. Holding a Shuttle Vehicle Driver certificate compliant with the National Occupational Standard set out in the Vocational Qualifications Authority Act
(this will be requested once the system infrastructure is in place),
7. A psychotechnical report obtained from centres authorised by the Provincial Health Directorate,
8. A health report to be obtained each year from centres authorised by the Provincial Health Directorate covering infectious
diseases, eye health and psychiatry (from doctors holding specialist status)
(must be no more than one year old).
Documents Required to Apply for the Route Permit
1. Motor Vehicle Traffic and Vehicle Registration Document (air-conditioned) (the provisions of Disability Act no. 5378 apply in respect of vehicles suitable for disabled access).
2. A certificate of conformity showing that the interior and exterior camera systems comply with the standards set out in the annex to the Regulation on the Manufacture, Modification and Assembly of Vehicles published in Official Gazette no. 29869 of 26.10.2016, and are compatible with the Istanbul Metropolitan Municipality's Public Transport Management Centre,
3. Compulsory Personal Accident Seat Insurance covering every seat in the vehicle,
4. The contract between the student's parent and the carrier (individual or legal entity), a template for which is available on the official website of the Public Transport Services Directorate / the contract (where the vehicle is leased)
The contract between the company and the institution (company) being carried / the contracts (a contract concluded with a public body — the contract concluded where the vehicle is leased)
5. The Public Transport Vehicle (Commercial Vehicle) Driving Certificate / institutional approval for those who will work as drivers,
6. Social Security Institution documents for the drivers registered to the holder of the Shuttle Transportation
Authorisation Certificate,
(Where Route Permits are found to have been used for a purpose other than that intended, sanctions are applied in line with the provisions set out in UKOME
decisions, the permit is cancelled
and no permit is issued to the carrier concerned for a period of 6 months; this notation is also added to the permits
so that the carrier is informed).
