These powers were granted to Metropolitan Municipalities by Law no. 5216.
What Does UKOME Mean?
UKOME is the abbreviation for Ulaşım Koordinasyon Merkezi — the Transport Coordination Centre. A unit within Metropolitan Municipalities, UKOME takes decisions, on a statutory basis, on regulating transport and traffic within the metropolitan municipality, setting passenger fares and planning the routes of public transport lines.
What Does UKOME Do?
The UKOME unit is responsible for ensuring that transportation services across all lines within a metropolitan area — road, sea or rail — run in a coordinated way. In line with that responsibility it can take high-level decisions on transport, traffic and public transportation matters, and it has powers such as building, commissioning and operating the facilities needed for its decisions to be carried out properly.
Some of the work the UKOME unit carries out within its powers and responsibilities is as follows:
- On all matters falling within the remit, responsibility and powers of Metropolitan Municipalities, it carries out the studies needed for the safety and orderliness of traffic and produces the reports and projects.
- It reviews all services operated on road, sea and rail, public transport vehicles and taxi numbers, sets ticket prices, and plans timetables and routes. For example, the rules governing when buses are present at stops are drawn up as a result of work carried out by UKOME on bus timetables.
- It reviews requests relating to the declaration and operation as temporary car parks of vacant areas and land suitable for parking belonging to individuals, legal entities, official institutions and private organisations.
- It identifies vehicle parking spaces in areas such as streets, avenues and squares, and carries out the procedures for matters such as leasing or operating them.
- It reviews projects relating to interchange hubs and gives its opinion from a traffic and transport perspective.
- It reviews the entrances and exits of free and paid on-street parking areas with transport and traffic considerations in mind, produces the projects and plans, and prepares the reports.
- It reviews and reports on projects drawn up for facilities to be built or opened alongside highways within the boundaries of the Metropolitan Municipality.
- It reviews projects and produces reports for the creation of children's traffic training parks, in order to contribute to public traffic education.
- In places where traffic accidents occur because of inadequate traffic signs or the layout of the road, it carries out the studies needed for the competent authorities to take measures, and prepares reports and projects for the measures proposed.
- It carries out studies to establish the causes of traffic accidents occurring in places within the Metropolitan Municipality's jurisdiction, and prepares reports and projects to eliminate them.
- It carries out the studies needed to ensure that the entrances and exits of all car parks, car sales and display sites and car wash businesses are suitable from a transport and traffic point of view.
- UKOME is also responsible for coordination between district mayoralties and the police traffic units.

The Public Transport Services Directorate, the Traffic Directorate, the Transport Coordination Directorate and the Transport Planning Directorate are among the units related to UKOME.
UKOME Decisions
UKOME decisions are the rules the unit sets so that traffic is safe and runs smoothly in the areas within its powers and responsibilities. These rules are made within the framework of the law and must be observed by everyone taking part in traffic and transport. All roads, waterways and railways within the Metropolitan Municipality's remit and jurisdiction are obliged to comply with UKOME decisions. For example, all the rules concerning shuttle vehicles operating within the Metropolitan Municipality's jurisdiction were drawn up as a result of UKOME shuttle decisions. To search any matter covered by a UKOME decision taken by the Istanbul Metropolitan Municipality, the UKOME Decision Search System can be used.
What Does a UKOME Violation Mean?
A UKOME violation means failing to comply with the rules established by UKOME decisions. A UKOME violation occurs in situations such as using roads not permitted by UKOME, using entrances and exits, or carrying out transport in an unauthorised manner. A violation results in an administrative fine, which is then collected.
